Letter of intent for the development of offshore wind energy signed

On 1 July 2020, the representatives of the Polish government and entrepreneurs from the offshore wind energy sector signed the letter of intent on cooperation in the development of offshore wind energy in Poland on the initiative of the Government Plenipotentiary for RES Ireneusz Zyska. The aim of this initiative is to take joint actions to develop the offshore energy market in our country.
The result of the cooperation will be the development, signing and implementation of the so-called “Polish Offshore Sector Deal”, or the “Declaration of Cooperation for the Development of Offshore Wind Energy in Poland” by representatives of the Polish government, investors and entities participating in the supply chain for offshore wind energy. The declaration will be similar in character to the British “Sector Deal” for offshore wind energy, however, it will take into account Polish reality and conditions.
The signatories of the letter are the Minister of Climate, the Minister of National Defence, the Minister of Maritime Economy and Inland Navigation, the Government Plenipotentiary for RES and the Plenipotentiary of the Minister of State Assets for the Development of Offshore Wind Energy, as well as representatives of investors and industry - the Polish Wind Energy Association and the Polish Offshore Wind Energy Society.
In the opinion of the Minister of Climate Michał Kurtyka, the construction of offshore wind farms is an opportunity to ensure that Poland’s economy grows.
“Offshore wind energy will be a strong stimulus for the Polish economy. Thanks to cooperation between public administration and business, Poland can become an offshore leader on the Baltic Sea and a net exporter of cheap and clean energy,” said Minister Kurtyka.
The Government Plenipotentiary for RES Ireneusz Zyska pointed out that the cooperation between the government and the sector's representatives is crucial for the development of offshore wind energy.
“We would like offshore wind farms to be seen by the public as a bold step towards green energy in Poland. For us, these investments are enormous opportunities for Polish entrepreneurs, since they offer a number of prospects of entering new markets, as part of enhanced cooperation in the Baltic Sea region,” the Vice-Minister pointed out.
"These days, energy security is an essential element of national security. The initiative to develop offshore wind energy perfectly fits into the National Security Strategy defining the pillars of security of our country. The growing demand for energy, while the deposits of energy resources are slowly getting depleted makes the diversification of energy sources essential. The development of offshore wind energy is an excellent response to the current challenges,” noted the Minister of National Defence Mariusz Błaszczak.
According to Janusz Gajowiecki, President of the Polish Wind Energy Association, the Baltic Sea offshore wind programme worth more than 130 billion PLN may become a big stimulus for the national economy and a guarantee of its energy security.
“We welcome the commitment of the four ministers, which shows a common drive towards these objectives and the much-needed synergy. The Baltic Sea offers some of the most favourable conditions in the world, so we consider the planned construction offshore wind farms with a total capacity of 10 GW as a first step. Poland has a chance to become a leader on the Baltic Sea with a potential of growing its capacities up to 28 GW by 2050", said the President of the PWEA.
“Today, we are facing the launch of an enormous modernisation project, resembling in its scope the construction of the port in Gdynia in the interwar period, and the prospects are very promising. I am convinced that the offshore wind energy industry will be the new Polish forte, that Polish ports will become a base for this type of investments in the whole Baltic region and that already around 2025 we will launch the first offshore farms, built to a significant extent with our installation fleet and based on components manufactured by domestic companies,” added Mariusz Witoński, President of the Polish Offshore Wind Energy Society.
Offshore wind farms constitute a part of the “National Energy and Climate Plan for 2021-2030”, as one of the key technologies for achieving the EU's renewable energy target for 2030. They are also one of the strategic projects enshrined in the “Polish Energy Policy until 2040”. Offshore wind farm development brings great opportunities regarding supporting local manufacturing and service businesses involved in the supply chain, as well as building good position of Polish entrepreneurs in the regional, European and global offshore wind energy value chains. In order to achieve the best results, it is necessary to have trilateral cooperation between the government, current and future investors and operators of offshore wind farms in Poland as well as entrepreneurs involved in the supply for the preparation, implementation and exploitation of these investments.
The Ministry of Climate continues to work on the bill on promoting electricity generation by offshore wind farms. In the next few days, the updated draft will be submitted for short inter-ministerial consultations.
