Project closure in the Environment, Energy and Climate Change Programme - information for beneficiaries

Considering the approaching end of the financial perspective of the EEA and Norway Grants 2014-2021, under which the Environment, Energy and Climate Change Programme is implemented, the Programme Operator, i.e. the Ministry of Climate and Environment (MKIŚ) with the support of the National Fund for Environmental Protection and Water Management (NFOŚiGW), has prepared information material for the Beneficiaries implementing projects under the Programme.

It describes, among others, the issues of eligibility of advance payments, completion of the project with other funds, eligibility of expenses in case of non-completion of the project before the end of the eligibility period, and the recognition of the construction project as completed. Important dates for Beneficiaries are also mentioned.

The aforementioned material was created based on information provided by the National Focal Point and the Financial Mechanisms Office in Brussels (FMO) regarding the possibility of making the rules for closing projects more flexible, after the decision of the FMO regarding not extending the period of eligibility of expenditures under the EEA and Norway Grants 2014-2021. The FMO is currently working on developing detailed guidelines for project closures. They will most likely be published in the second half of 2023.
