The Minister of Climate and Environment with the support of the National Fund for Environmental Protection and Water Management, as the Operator of the Environment, Energy and Climate Change Programme, informs of the conclusion of an agreement for co-financing the Replacement of a WR-25 coal-fired boiler with a wood-chip-fired biomass boiler with fuel structure and accompanying heat in the PEC Ełk heat plant project.

About the project

The project obtained co-financing  in the call for proposals Construction/modernization of municipal heating systems and elimination of individual heat sources under the Environment, Energy and Climate Change Programme in the area of Improving energy efficiency and energy security.

It is financed in 45% from the funds of the Environment, Energy and Climate Change Programme, of which 85% comes from the Financial Mechanism of the European Economic Area (EEA FM) and 15% from the state budget.

The total cost of the project is more than PLN 30,7 million (about EUR 7  million), and the grant awarded is over PLN 11 million (more than EUR 2,6 million).

The project also received a loan from the National Fund for Environmental Protection and Water Management in the amount of PLN 13,7 million  (about EUR 3,2 million).

Additional funds for projects in the Programme
As a result of the increase procedure announced by the Ministry of Climate and Environment, the amount of co-financing for the project increased by more than PLN 14,4 million (over EUR 3,3 million).

Purpose of the project

The project involves the decommissioning of a WR-25 coal boiler and the construction of a 12.5 MW biomass boiler in its place, along with the necessary infrastructure. The installation is designed to produce environmentally friendly heat that will feed the municipal heating system in Ełk, while replacing heat produced from coal dust.

This project will reduce the production of heat from coal in favor of biomass, and will also contribute to reducing emissions of harmful substances, including CO2.

Implementation period

The contract for the project's subsidy was concluded on November 21, 2021, while its planned completion date is at the end of 2023.
