On 12-13 May, an informal meeting of EU foreign ministers in the Gymnich format was held in Stockholm. Poland was represented by Deputy Minister Paweł Jabłoński acting on behalf of Minister Zbigniew Rau. EU ministers discussed Russia’s aggression against Ukraine and EU-China relations. Deputy Minister Jabłoński also attended an informal meeting with Ukrainian Foreign Minister Dmytro Kuleba.

Between 9 and 12 May 2023, Poland’s head of diplomacy Zbigniew Rau visited Tokyo and Hiroshima. While in Japan, he attended political consultations with Minister for Foreign Affairs of Japan Yoshimasa Hayashi, held as part of the strategic partnership between the two countries.

On 9 May, Deputy Foreign Minister Wojciech Gerwel travelled to the capital of the Federal Republic of Germany to take part in the Baltic Offshore Wind Forum.

In connection with proposals appearing in the political domain to introduce qualified majority voting (QMV) decision-making procedure in matters of the European Union's foreign and security policy, the Polish Ministry of Foreign Affairs recalls and reaffirms the position on this issue presented recently in the Polish Parliament by the Minister of Foreign Affairs Zbigniew Rau: Poland’s policy in the European Union aims to preserve the freedom of Member States in resolutely defending the principle of unanimity where the current legal situation guarantees it and to actually extend the consensus formula to where the legal situation permits the application of qualified majority rule.

On 4 May, a meeting of the EU Foreign Affairs Council in the format of development cooperation ministers (FAC Development) was held in Brussels. The most important items on the agenda included the global consequences of Russia’s aggression against Ukraine, the reform of multilateral development banks, and support for Ukraine.
