Assistance for municipalities
The Repatriation Act introduces solutions to support the repatriation process through elements of economic support for the welcoming municipalities (gminas).
A municipality has two options: it can invite a specific family, indicated by name, or issue an invitation without naming the repatriates. The invitations are forwarded to the consulate by the Voivode and the minister in charge of internal affairs (resolution of the Municipality Council constituting an invitation for a repatriate must include an obligation to ensure conditions for settlement for a period of not less than 2 years). Municipalities which are interested in this form of assistance and would like to issue their invitation without naming the invited persons should attach a questionnaire to the resolution, a template of which is given below.
According to Article 21 of the Repatriation Act, ‘the municipality that provides repatriates and members of their immediate families with dwellings shall be granted a target subsidy from the State budget pursuant to an agreement concluded with the competent Voivode’. A subsidy may be awarded up to an amount constituting:
- the equivalent of the product of 45m2 of the usable area of the dwelling and the amount of the conversion ratio of the replacement cost of 1m2 within the county, in force on the date of submission of the application – where the municipality council adopted a resolution in which it undertook to provide the dwelling to a named repatriate candidate and to conclude, for an indefinite period of time, an agreement granting them legal title to the dwelling, or
- the equivalent of the product of 55m2 of the usable area of the dwelling and the amount of the conversion ratio of the replacement cost of 1m2 within the county, in force on the date of submission of the application – where the municipality council adopted a resolution in which it undertook to provide the dwelling to a named repatriate candidate and to conclude, for an indefinite period of time, an agreement granting them legal title to the dwelling, or
the municipality submits the application for a subsidy to the competent Voivode, and the subsidy takes into account the size of the dwelling, its equipment and technical condition and location, as well as any costs incurred by the municipality in providing the repatriate and their immediate family members with the dwelling.
