Extraordinary JHA Council meeting in Brussels

On 31 August, the Ministers of Internal Affairs of the European Union met in Brussels for an extraordinary Justice and Home Affairs Council meeting. The talks concerned the impact of the situation in Afghanistan on the issues of international protection and migration and on the security of the European Union. Polish interests were represented by Deputy Minister Bartosz Grodecki.

The participants also covered the issue of evacuation of Afghan nationals, who have been cooperating with the European Union and its individual Member States, as well as their families. The attending ministers highlighted the need to get the international community and the relevant UN agencies involved in the process of stabilising the region and providing effective protection, ensuring security in the immediate vicinity. For this to succeed, the EU is to provide additional support to the countries of the region. 

In this context, one of the key conclusions of the Council’s meeting is the expression of willingness not to repeat the mistakes of the previous migration crisis. The ministers agreed that the Member States should prevent attempts to illegally cross the EU's external border and ensure the security of their citizens with the support of Frontex. Deputy Minister Bartosz Grodecki pointed out that the EU should protect its borders more effectively and develop a response to hybrid threats, including the instrumental use of migration by third countries to destabilise the EU and exert political pressure. 

The attending Ministers also adopted a joint declaration that outlines the EU response to the possible developments in Afghanistan as well as the resulting changes in the situation of the European Union and its security. All comments submitted by the Polish side have been taken into account in the text of the Joint Statement. 

In addition, Deputy Minister Bartosz Grodecki met with the ministers of the Visegrad Four (V4) and Austria, as well as with EU Commissioner for Home Affairs Ylva Johansson to discuss the threats related to the situation on the EU's external border.
