On Tuesday, 18 April, a press conference was held by Minister Mariusz Kamiński and the Commander-in-Chief of the Police Inspector General Jarosław Szymczyk. The event was also attended by Daniel Lawton, Deputy Chief of Mission at the United States Embassy in Poland. The topic of the conference was the "Wolf-Ram-23" exercise.
The largest counter-terrorist exercise in the history of the Polish Police, organised by the Police Headquarters in cooperation with the Federal Bureau of Investigation of the United States Department of Justice, began yesterday. This is the first time such many FBI officers have been recorded participating in exercises in Europe. Benefiting from the knowledge, experience and tactics of our allies is extremely valuable,
said the Head of the Ministry of the Interior and Administration.
The Minister stressed that Poland must be prepared for various scenarios related to ensuring the security of its citizens.
These are very complex exercises that require the efficiency and coordination of different services. We need to be prepared for every eventuality. We want citizens to be sure that the state will act effectively in situations of real danger,
he said.
The Head of the Ministry of the Interior and Administration pointed out that the exercises exemplify excellent cooperation between Poland and the United States. The Minister recalled that this cooperation covered widely understood security issues.
Effective cooperation between Poland and the United States
Deputy Chief of Mission at the US Embassy in Poland, Daniel Lawton, spoke about the importance of cooperation with Polish services for the United States.
These exercises will strengthen Polish-American relations. The partnership between Poland and the United States is of great value to both sides,
he stated.
Ambassador Daniel Lawton emphasised that the exercises would strengthen cooperation between Polish and American services in combating, among other things, terrorist, biological or chemical threats. He conveyed that the "Wolf-Ram-23" exercises are attended by FBI agents who specialise, among others, in neutralising explosive devices or collecting forensic traces.
Meanwhile, Inspector General Jarosław Szymczyk highlighted the excellent cooperation between the Police and the Federal Bureau of Investigation.
Cooperation with the FBI is crucial for our security. We intensified it following Minister Mariusz Kamiński's decision to establish the Central Bureau for Combating Cybercrime,
he stated.
The Police chief said that work on organising the exercises, due to their large scale, had been ongoing since March 2022. He stressed that the conclusions of the activities would be relevant to the continuing work of the Police. Inspector General Jarosław Szymczyk thanked all "Wolf-Ram-23" participants for their commitment and professionalism.
"Wolf-Ram-23" exercise - more than 2.6 thousand police officers involved
From 17 to 19 April this year, an exercise codenamed "Wolf-Ram-23" is being held throughout Poland. The Police Headquarters organised it with the Federal Bureau of Investigation (FBI) of the United States Department of Justice.
Nearly 2,600 police officers from, among others, the Central Counter-Terrorist Police Sub-Division "BOA", the Central Bureau of Investigation (CBI), and the Warsaw Police Headquarters are participating in the exercise. The Border Guard Headquarters, the National Fire Service Headquarters, paramedics, officers of the Internal Security Agency and 20 officers of the Federal Bureau of Investigation have also been involved.
"Wolf-Ram-23" is a command-and-control exercise in crisis coordination. Their main task is the response of the Police in the event of a crisis in the form of a terrorist attack related to a chemical, biological, radiation or nuclear threat.
The organisation of this type of exercise is aimed at coordinating and cooperating with security services and checking the operation procedures in the event of a threat.
