The scale of economic poverty in 2019 - a commentary to the data presented by the Central Statistical Office

In 2019, all three types of economic poverty have decreased, i.e. absolute poverty, relative poverty and official poverty.

The greatest reduction was noted with relation to official poverty, which indicates the number of persons who have the right to access social assistance benefits. In relation to 2018, it was 1.9 percentage point lower and reached the value of 9% in 2019.

Absolute poverty rate amounted to 4.2%, which means a decrease of the indicator by 1.2 percentage point year to year. Therefore, consumption below the living wage which hinders survival and poses a hazard to human development was limited. That pertains in particular to households experiencing the highest risk of poverty, i.e. those which utilise public benefits as their main source of income (other than pensions), as well as households with at least 3 children below 18 years of age, people living in rural areas and small towns.

The scope of relative poverty has also decreased by 1.2 percentage point in relation to the previous year. The scope of relative poverty is designated at 50% of the average monthly expenditures of Polish households. That allows to extract the households with below-average consumption - in 2019 that included 13% of persons in households.
