Childcare for the youngest

We have expanded the “Toddler+” programme by adding an extra module, which is expected to result in an increase in the number of care facilities for children up to the age of 3. The programme is aimed at communes, individuals, legal entities - including universities - and organizational units without legal personality. Subsidies are granted for the establishment of new and the functioning of existing care facilities.
This year, a total of PLN 151 million was allocated to the programme. Following the changes introduced by virtue of the so-called Crèche Act, new care facilities will be created and the number of places in the already existing care centres will increase. Importantly, changes will also translate into improving the safety of children in crèches. By virtue of the amendment, caregivers are now required to participate in first aid training every two years. Any person applying for a job as a caregiver, nursery manager, manager of a children's club or nurse will be verified in the public register of sex offenders. Furthermore, by virtue of the amendment, parents now have the right to participate in the process of making decisions regarding the running of a nursery or a children's club, and to control the conditions in these facilities. In practice, parents’ boards are to be established for this purpose as consultation bodies. They will be authorized to visit care facilities and provided access to all food documentation. The quality of food has been given much attention in new regulations, which contain provisions pertaining to nutrition standards, developed by the Institute of Food and Nutrition. It is a novelty, as the previous act does not regulate nutrition matters, indicating only the obligation to provide foodin nurseries and ensuring that specific standards of hygiene are met.
