What are the key facts about “Personal assistant for persons with disabilities”?

“Personal assistant for persons with disabilities” is another programme introduced by the Ministry of Family, Labour and Social Policy addressed to persons with disabilities. The first edition of the programme will be implemented from 1 October 2019 to 31 December 2020. It will be financed under the Solidarity Fund for Persons with Disabilities, the main purpose of which is to provide social support for persons with disabilities, among others.

  1. What is the aim of the programme?

The aim of the programme is to introduce the personal assistant service as a form of public support for persons with disabilities. Due to the programme, persons with disabilities will be able to receive assistance of a personal assistant, e.g. in performing everyday activities or undertaking social activity. The programme also aims to counteract discrimination and social exclusion of persons with disabilities.

  1. Who are the recipients of the programme?

The recipients of the programme include persons holding a certificate of severe or moderate disability or equivalent who require the services of an assistant.

  1. Who can become a personal assistant for a person with disability?

The service of a personal assistant shall be performed by the following:

  • persons with a diploma confirming the qualifications of a personal assistant for persons with disabilities;
  • persons holding at least secondary education with at least one year of documented experience in providing direct assistance to persons with disabilities.
  1. What are the responsibilities of a personal assistant for persons with disabilities?

His/her tasks will include, among others: providing assistance in attending to, return from and commuting to, for instance: rehabilitation and therapeutic classes, cultural centres, institutions and other places indicated by the programme participant, as well as assistance in shopping and handling administrative matters. The personal assistant service will be provided 7 days a week from 7:00 a.m. to 10:00 p.m.
In justified cases, the service hours are subject to change.

  1. How much does the service cost?

The personal assistants will be provided free of charge. The costs of assistant services (e.g. remuneration, insurance and purchase of public transport tickets) will be covered by the municipalities and districts from the funds allocated from the Solidarity Fund for Persons with Disabilities. Applications for co-financing (up to 100% of costs) may be submitted by municipalities and districts from 1 October. The programme will also cover the total cost of the labour of the personal assistant in the amount of 30 hours per month. After exceeding the limit, the municipality or county will have the right to finance additional hours from their own resources.

  1. How to apply for a personal assistant?

A person with a disability must submit the “Application for joining the Personal assistant for persons with disabilities programme” to the municipal or district office. A local government unit may grant an assistant service on the basis of the submitted application.

The application should contain the following information about the programme participant:

  • Name:
  • Date of birth
  • Address:
  • Contact details (telephone, e-mail), or contact person, if applicable.
  • Information regarding the restrictions with regards to communication or mobility of a person with disability indicated in the application.

The application should be updated each date if any information changes. Subsequent notifications may be received in writing, in person, by telephone or e-mail.

  1. Who selects the person who will provide personal assistant services for a given person with disability?

The choice is made by the programme participant.

  1. How much money will be spent on the programme?

The Ministry shall allocate PLN 30 million for the implementation of the programme this year under the Solidarity Fund for Persons with Disabilities. In 2020, t it will amount to PLN 50 million.
